This rebate program is available to all Tampa Electric commercial and industrial customers. It is designed to recognize and encourage investments by customers in new or existing peak-demand shifting/reduction energy conservation measures or technologies. Both new and existing construction projects qualify for this rebate.
Many energy conservation measures and technologies are already covered by separate stand-alone Tampa Electric commercial and industrial rebate programs. If the energy conservation measure or technology is already covered by one of Tampa Electric's other rebate programs, the measure or technology cannot be funded by this program.
What is the rebate?
A maximum rebate up to $92 per kilowatt (kW) reduction will be paid based on the peak-demand savings during the defined peak periods of 5 p.m. in Aug. and 7 a.m. in Jan., Monday through Friday. The peak-demand savings is compared concurrently with utility peak to determine the total kW reduction eligible for the rebate.
Does the measure need to save energy?
No, the peak-demand shifting/reduction energy conservation measure or technology does not need to save energy.
Does the measure need to save demand?
Yes, this is a demand-side management program which means the customer's demand load needs to be reduced concurrently with the utility peak, typically shifted to off-peak hours or reduced.
How do I know if my project will qualify?
To qualify, customers must submit a Conservation Value rebate application and a Demand and Energy Calculations form to Tampa Electric during the preliminary engineering analysis. Tampa Electric will review and analyze the application and will notify the customer if the peak-demand reduction energy conservation measure or technology qualifies for the rebate by issuing a pre-qualification certificate.
Energy conservation measures or technologies that have a payback of less than two years will not qualify and NO rebates will be approved. An important note – if any equipment to support the demand reduction energy conservation measure is purchased prior to the date the pre-qualification certificate was issued, no rebate will be paid.
What are some examples of energy conservation measures or technologies that do qualify?
Renewable energy sources, refrigeration measures and other demand energy conservation measures or technologies not covered by other Tampa Electric-approved conservation programs.
What are some examples of energy conservation measures or technologies that do not qualify?
This would include energy conservation measures potentially in conflict with environmental regulations (CFCs, water conservation, indoor air quality), on site generation, emergency generation and cogeneration. Other technologies that would not qualify include conventional cooling equipment, water heating, lighting, occupancy sensors, motors, energy recovery ventilation.
Additionally, equipment to which customers have made operational (behavioral) modifications is ineligible. If a measure qualifies for two rebates (Tampa Electric and another utility company), Tampa Electric will not pay a rebate so that a double payment is avoided. Energy conservation measures or technologies that have a payback of less than two years will not qualify.
How do I apply?
- With the help of a Tampa Electric representative, you or your energy consultant are required to submit a Conservation Value rebate application for the peak-demand shifting/reduction energy conservation measure or technology.
- Tampa Electric may perform an on-site pre-verification analysis.
- Tampa Electric will review and analyze the application and will notify the customer if the demand-reduction measure or technology qualifies for the rebate by issuing a pre-qualification certificate.
- At no time will a rebate be approved if the peak-demand reduction energy conservation measure or technology has a payback of less than two years or if any equipment was purchased prior to the date of issuance of the pre-qualification certificate.
- After 90 days of successful operation, Tampa Electric will perform measurement and verification of the peak-demand shifting/reduction energy conservation measure or technology. If the energy conservation measure or technology saves more than 50 kW during the defined peak periods of 5 p.m. in Aug. and 7 a.m. in Jan., one half of the rebate will be paid based upon the actual performance as compared to the concurrent peak. The second half of the rebate will be paid after 12 months of operation based upon the actual performance as compared to the concurrent peak. Some monitoring within the customer's facility, distribution, and/or control panels may be required for measurement and verification purposes.
What are all the steps for this program?
To participate, please follow these steps:
- Download and submit the Conservation Value program application. Once you submit the application, you will receive an enrollment/confirmation number that you can use to access your application. Be sure to write down and save the enrollment/confirmation number.
- Download and submit a Demand and Energy Calculations form.
- Once your application is received, a Tampa Electric representative will schedule an on-site verification if required.
- Tampa Electric will determine the rebate qualification by using the Florida Public Service Commission's cost-effectiveness test described in Rule 25-17.008, Florida Administrative Code.
- If the project is approved for a Conservation Value rebate, Tampa Electric will issue a *Pre-Qualifying Certificate.
- Upon completion of all the program guidelines, Tampa Electric will process the rebate.
*Conservation Value projects are not approved until Pre-Qualification Certificate has been issued.
To access an existing application, simply enter the enrollment/confirmation number you received when you initially submitted your application. This will allow you to make changes and upload any required files.
Can I start building or pay for the equipment prior to receiving word that the project qualifies?
No, to be eligible for this rebate program, no equipment may be purchased prior to the date of issuance of the pre-qualification certificate.
How long does it take to receive the rebate?
Please allow four weeks, after all program requirements have been met, to process your rebate check. To access an existing application Secure Web Form, simply enter the enrollment/confirmation number you received when you initially submitted your application. This will allow you to make changes and upload any required files.
